Summary: DoE is comprised of many races, most notably members of Homo sapiens reflexi, Ursus ignitus, and Stenella coeruleoalba reflexi.
DoE is the most esoteric department, with members comprised of about a hundred strong individuals. They are comprised of many races, most notably members of Homo sapiens reflexi, Ursus ignitus, and Stenella coeruleoalba reflexi. All of them are associated with an extragovernmental organization known as the Watchtower Foundation. Unlike other departments, they have no front-ends, as most of modern human civilization didn't consider them to exist. Likewise, they have no need to have front-ends, as they are already invisible from modern human civilization.
